Freecharge Payment Technologies, an Axis Bank subsidiary, has received in-principle approval from the Reserve Bank of India to operate as a payment aggregator, according to Axis Bank’s October 2026 investor disclosure. The approval covers both the online PA-O and physical PA-P categories, giving Freecharge a regulatory route across digital and in-person merchant payments.

A payment-aggregator authorization matters because the operator sits between merchants and payment networks, collecting and settling funds rather than merely supplying a consumer wallet. The model requires controls around merchant onboarding, settlement, escrow or safeguarding arrangements, refunds, disputes, fraud and data security. Freecharge’s approval is therefore as much a compliance milestone as a product-expansion signal.

The wording “in-principle” is important. It indicates regulatory approval to proceed subject to the applicable conditions and final operating requirements; it should not be read as proof that every Freecharge payment-aggregation service is already live or that merchants can immediately access a new product. The company still has to operate within the RBI framework and maintain the systems needed to support merchants and customers.

For Axis Bank, the approval brings a payments subsidiary closer to the regulated infrastructure layer. That can complement the bank’s existing relationships with merchants and consumers, while also putting more attention on how the subsidiary manages operational and financial risk. For Freecharge, the practical test will be merchant adoption and settlement reliability rather than the approval headline alone.

The announcement does not disclose projected transaction volumes or a revenue forecast. Its defensible significance is narrower: an Axis Bank subsidiary has received an important RBI in-principle milestone for online and physical aggregation, opening a path for future merchant-payment services in India.
